Interim Property & Estate Management Surveyor
Rate: £450 per day (umbrella)
Contract: 6-12 months
Working Pattern: 3-4 days per week on site
Location: Essex (Just off M11)
An opportunity has arisen for an experienced Property & Estate Management professional to support a major neighbourhood-focused transformation programme within a dynamic Housing Operations environment. This interim role will sit within the Property & Asset Management function and provide expert input into the review, assessment and optimisation of community and neighbourhood assets.
The position will lead the verification and appraisal of a varied estate portfolio, producing robust evidence, data and strategic recommendations to inform decisions on consolidation, community hub development, re‑provision, retention, or alternative use of assets. The postholder will collaborate closely with internal stakeholders to ensure all asset‑related decisions are grounded in accurate analysis, value‑for‑money considerations and long‑term sustainability.
Key Responsibilities
Asset Review, Verification & Assessment
Lead reviews of community and neighbourhood assets including buildings, land and operational facilities.
Assess ownership, tenure, occupation, legal status, suitability, current use and overall condition.
Validate and update asset information such as condition surveys, building data and land records, ensuring consistency across internal systems.
Undertake site inspections and low‑level condition/suitability assessments.
Analyse usage, occupancy and cost data to identify under‑utilised assets or inefficiencies.
Highlight opportunities for consolidation, co‑location, community hub development or alternative service delivery models.
Strategic Analysis & Option Appraisal
Prepare evidence‑based option appraisals for individual or grouped assets, outlining risks, costs and strategic impacts.
Provide professional property advice to support decisions on retention, disposal, re‑provision or community use.
Contribute to wider estate strategies including asset rationalisation, community asset considerations and alignment with disposal programmes.
Cross‑Team Working & Stakeholder Engagement
Work collaboratively with colleagues across Neighbourhoods, Communities, Finance, Legal, FM and other service areas.
Engage with frontline teams and community representatives to gather insight on current asset use (information‑gathering only).
Support programme governance through timely and accurate professional input.
Reporting & Governance
Produce reports, dashboards and briefings for senior leadership teams.
Ensure all work complies with statutory requirements, organisational policies and best practice in public sector estate management
