Preconstruction Project Engineer

Location: Surrey
Rate: £350 – £400 (Outside IR35 considered)
Duration: 12 months

We are seeking a Preconstruction Project Engineer to support the development and mobilisation of water and wastewater infrastructure projects within a large capital delivery programme.

This role sits within the pre-construction and engineering team and focuses on ensuring projects are technically coordinated and properly planned before construction begins. The successful candidate will contribute to the early stages of project development by supporting the preparation of target costs, risk registers and delivery strategies, ensuring projects are set up for successful execution once they progress to site.

Working closely with design partners, procurement teams and operational delivery teams, you will review engineering deliverables to ensure they comply with contractual, regulatory and technical requirements. You will help coordinate the development of design solutions and support the preparation of robust delivery plans that consider buildability, programme requirements and site constraints.

The role will involve supporting procurement activities by reviewing technical specifications, responding to technical queries and assisting with the technical review of subcontract tender submissions. You will also coordinate surveys, testing and site investigations required to support design development and inform project planning.

You will assist with preparing and reviewing documentation required for governance and client approvals, helping ensure designs progress efficiently through review processes. Acting as part of the technical interface with the client, you will help manage technical queries and waivers while ensuring design outputs remain aligned with project requirements.

As projects approach delivery, you will support the transition from pre-construction into operational delivery by coordinating design information, contributing to programme updates and assisting with the management of smaller work packages ahead of site mobilisation. The role also involves maintaining close liaison with operational teams to ensure a seamless handover and well-developed delivery strategy.

Candidates must have a strong MEICA engineering background and proven experience working on water or wastewater infrastructure projects. A good understanding of the design and pre-construction phases of project delivery within the water sector is essential.

Applicants should hold an HND or HNC in a MEICA-related engineering discipline, with a degree preferred, and have at least five years’ experience working on infrastructure or utilities projects. Strong communication skills, good commercial awareness and the ability to work collaboratively across multidisciplinary teams will be key to success in the role.

SMSTS and a valid CSCS card are desirable.

This is an excellent opportunity to play a key role in shaping the development of major water infrastructure projects during the critical pre-construction phase.
