Pre-Construction Manager (Passive Fire)

The business has built a strong reputation within the residential sector, working closely with housing providers and main contractors to deliver high-quality, compliant solutions. With a strong pipeline of secured work and continued growth plans, they are now looking to strengthen their pre-construction capability.
The role: Pre-Construction Manager (Passive Fire)
This position sits at the front end of project delivery, taking ownership of schemes from initial enquiry through to mobilisation.
You will be responsible for developing clear scopes of work, building accurate cost plans, and ensuring projects are set up for successful delivery both commercially and operationally. Working closely with internal teams and clients, you’ll play a key role in securing work and ensuring a smooth transition into the delivery phase.
Overview of responsibilities

Review incoming opportunities and develop fully scoped project solutions

Produce cost plans, budgets, and pricing for works and variations
*
Work closely with surveyors and operational teams to validate scope and delivery approach
*
Engage with clients to clarify requirements and support pre-start discussions
*
Identify potential risks across programme, design, and commercial aspects
*
Contribute to tender submissions and support bid strategy where required
*
Track pipeline and forecast project values against secured work
*
Assist in appointing subcontractors and reviewing supply chain proposals
*
Ensure all projects are commercially viable prior to handover
*
Support a structured and detailed handover into the delivery team
Ideal candidate
*
Background in pre-construction, estimating, or commercial roles within construction
*
Experience within passive fire, refurbishment, or compliance-led projects is highly desirable
*
Knowledge of fire doors, fire stopping, or similar remedial works would be beneficial
*
Strong understanding of construction processes, specifications, and regulations
*
Confident producing and reviewing cost plans and project budgets
*
Comfortable managing multiple projects at different stages
*
Able to interpret drawings and technical documentation
*
Strong communication skills with the ability to liaise with clients and internal teams
*
Experience in Design & Build environments is advantageous
