Location: Manchester (office‑based with UK‑wide site travel)
Salary: Up to £60,000 + car allowance

About the Role
An established construction and fit‑out contractor is seeking a Technical Services Manager with a strong Mechanical & Electrical background to support the technical delivery of public sector and commercial projects across the UK.
This role is ideal for an existing Technical Services Manager or an experienced M&E Project Manager within an M&E contractor looking to transition into a more technically focused position. Based from the Manchester office, you will take ownership of M&E technical assurance, coordination, and compliance from design development through installation, commissioning, and handover.
You will act as the technical authority for building services, working closely with internal delivery teams, consultants, and supply chain partners to ensure solutions are fully compliant, buildable, and aligned with client and statutory requirements.
Key Responsibilities
Technical Leadership & Coordination
Take overall responsibility for the technical delivery of mechanical and electrical services across multiple projects.
Lead M&E design coordination through RIBA stages, ensuring fully coordinated, clash‑free, and buildable solutions.
Review and manage design information including drawings, specifications, schedules, technical submissions, and design changes.
Act as the primary technical point of contact for M&E matters internally and externally.
Design & Compliance Management
Ensure all M&E designs and installations comply with relevant Building Regulations, HTM/M&E guidance, and client specifications.
Manage consultant and subcontractor design packages, ensuring timely approvals and technical compliance.
Support early design development, value engineering, and technical risk mitigation.
Project Support & Delivery Interface
Work closely with Project Managers, Site Managers, and construction teams to support successful installation and delivery.
Attend site as required to resolve technical issues, monitor quality, and ensure works align with approved design intent.
Provide technical input into project programmes, procurement strategies, RAMS, and method statements.
Installation, Commissioning & Handover
Oversee the technical elements of M&E installation, testing, commissioning, and witnessing.
Ensure commissioning plans, O&M manuals, and handover documentation meet contractual and client requirements.
Support snagging resolution and final technical sign‑off.
Stakeholder & Client Engagement
Liaise with clients, consultants, local authorities, and supply chain partners to resolve technical queries.
Contribute to technical meetings, design reviews, and progress updates.
Build strong working relationships to support repeat business and long‑term delivery success.
Requirements
Proven experience as an M&E Project Manager or Technical Services Manager within construction, fit‑out, refurbishment, or public sector projects.
Strong all‑round technical knowledge of mechanical and electrical building services systems.
Experience managing M&E design coordination and contractor/subcontractor technical submissions.
Understanding of UK building regulations, compliance standards, and commissioning processes.
Comfortable supporting multiple projects with UK‑wide site travel.
Strong communication and stakeholder management skills.
Proficient in Microsoft Office and relevant project/document management software.
Relevant qualifications in Mechanical, Electrical, or Building Services Engineering (HNC/HND/Degree preferred).
