Job Title: Painting Quantity Surveyor – Housing
Location: London/South East Region
Salary: up to £55,000 + Car Allowance + Benefits
The Role:
We are currently seeking an experienced Painting Quantity Surveyor to join a growing contractor operating within the social housing sector. This role offers the opportunity to take full commercial responsibility for planned maintenance and refurbishment painting contracts across housing association and local authority frameworks.
A key requirement of this role is a strong, practical understanding of how to accurately price and cost painting works. You will be expected to confidently build up rates, assess labour, materials, and production outputs, and ensure all works are commercially viable and competitively priced within a social housing environment.
You will oversee the financial performance of multiple contracts from tender stage through to final account, ensuring cost control, value recovery, and profitability across all projects.
Key Responsibilities:
* Full commercial management of social housing painting contracts from tender through to final account
* Accurately price and cost painting and decorating works, including labour, materials, plant, and production outputs
* Prepare detailed cost estimates using Bills of Quantities (BOQ) and Schedules of Rates (SOR)
* Review tender documentation and identify commercial risks and opportunities
* Manage variations, extras, and ensure full cost recovery on all works
* Produce accurate monthly CVRs and financial reporting
* Monitor contract performance against tender allowances and budgets
* Prepare and submit applications for payment on time to maximise cash flow
* Manage subcontractor procurement, valuations, and payments
* Agree final accounts within contractual timescales
* Support aged debt recovery and ensure prompt client payments
* Contribute to framework reviews and commercial reporting meetings
* Work closely with operational teams to improve cost efficiency and delivery performance
Key Requirements:
* Proven experience as a Quantity Surveyor or Estimator within painting/decorating or social housing refurbishment
* Strong hands-on ability to price and cost painting works accurately (essential)
* Background in social housing planned maintenance or refurbishment contracts
* Experience working with BOQ and SOR frameworks
* Strong understanding of labour outputs, build-ups, and cost planning for painting works
* Ability to manage both direct labour and subcontractors
* Excellent commercial awareness and negotiation skills
* CSCS Card (Manager or Professionally Qualified Person)
* Full UK Driving Licence
* Strong Excel and IT skills
* Ability to work independently while supporting a wider commercial team
