Location: Portsmouth
Rate: £40 per hour Umbrella Inside IR35 (37 hours a week)
Contract: 18 Months, likelihood of extension
UK Nationals only due to nature of project.
Role Specifics
The ideal candidate will be a strong Project Manager with proven construction experience, capable of leading complex projects with confidence and clarity. Additional desirable attributes include:
SMSTS or CCNSG certification
NEBOSH experience
Ability to attend site as required
Experience working client‑side as well as contractor‑side
Strong stakeholder management capability
Defence‑sector experience highly preferred
Role Overview
The Building & Construction Project Leader is responsible for setting up and leading CAPEX projects from inception and feasibility through detailed design, specification, delivery, and final handover. This role requires a confident leader capable of coordinating multi‑functional teams and ensuring technical, commercial, and safety compliance throughout the project lifecycle.
Key Responsibilities
Lead Multi‑Functional Project Teams to deliver projects in line with internal governance and procedural requirements.
Guide teams through the detailed design of building services for projects including major plant replacement and refurbishment works.
Demonstrate awareness of maintenance and operational requirements, including condition surveys, service audits, and lifecycle planning.
Apply industry‑standard design and calculation software to develop compliant engineering solutions.
Liaise effectively with clients, architects, and design partners to ensure alignment and clarity.
Prepare high‑quality reports, drawings, specifications, and technical documentation.
Build and maintain strong client relationships throughout the project lifecycle.
Manage suitable projects end‑to‑end, demonstrating excellent communication and organisational skills.
Monitor and validate progress of professional service work packages and on‑site works, ensuring technical compliance and adherence to H&S standards.
Skills & Attributes
Proven ability to lead and motivate multi‑functional teams including external consultants and professional staff.
Senior‑level experience within Facilities Management or similar environments.
Strong background in Capital Investment Project Management and project delivery.
ONC/HNC or equivalent in a Building Engineering Services design‑related discipline.
Experience delivering small to medium‑sized refurbishment projects in existing buildings.
Demonstrable capability in taking projects from feasibility through design, specification, site monitoring, and handover.
Ability to translate client briefs into detailed construction requirements and scopes for external professionals.
Solid practical understanding of mechanical and electrical plant, systems, and equipment across varied building types.
Previous consultancy experience preferred.
Professional membership (CIBSE, IMechE, IET) desirable.
Strong communication skills and commitment to safety, security, and ethical compliance.
Additional Responsibilities
Develop and manage project delivery plans including updates, monitoring, and reporting.
Identify and manage project risks and opportunities.
Manage CAPEX business cases from preparation through approval to delivery and close‑out.
Produce detailed design briefs for building services across a range of engineering projects.
Prepare and present documentation, reports, technical analysis, and cost information using tools such as SharePoint, MS Project, and G Suite.
Manage external project costs from request through approval to completion.
Oversee installation works on site, ensuring technical compliance and adherence to H&S requirements.
