Overview

We are seeking a Framework Manager to join our Frameworks Team and play a key role in supporting the successful delivery of built environment projects across Scotland.

This position involves working closely with framework partners, clients, and stakeholders to proactively manage compliance, performance, and framework utilisation. Acting as a primary point of contact, you will support clients and delivery partners in the correct application of frameworks while ensuring adherence to performance standards, procedures, and social impact requirements.

This role is ideal for someone who is passionate about delivering quality services and achieving value for money within Scotland’s public sector built environment.

The Role

As part of a multi-disciplinary frameworks team, you will promote, facilitate, and manage framework services for clients and delivery partners across Scotland.

This is predominantly a field-based role, requiring independent working, home-based working, and regular travel throughout Scotland.

Key Responsibilities

* Work with leading contractors and consultants to deliver positive project outcomes for public sector clients.

* Support clients in understanding and applying frameworks, acting as their principal point of contact.

* Ensure framework partners deliver value for money through compliant application of framework agreements.

* Analyse performance reports and data, engaging with framework partners to drive continuous improvement and maintain required standards.

* Manage partner performance, collaborating with delivery teams to ensure consistency and address performance issues.

* Attend client meetings to support project delivery and resolve concerns.

* Monitor and evaluate framework performance through KPI reporting, client feedback, partner reporting, and internal reviews.

* Ensure compliance with all framework obligations, processes, and governance requirements.

* Implement and maintain effective procedures to coordinate framework delivery and quality assurance.

* Support the development and maintenance of project and service pipelines.

Candidate Requirements

Essential Experience

* Experience working within the built environment or construction industry.

* Experience delivering services within Construction and/or Civil Engineering.

* Experience influencing decision-makers within both public and private sector organisations.

* Understanding of NEC Engineering & Construction Contracts, including option clauses and their application within public sector environments.

* Basic understanding of sustainability principles and a commitment to supporting carbon reduction initiatives.

Desirable Experience

* Knowledge of public sector construction and built environment project delivery.

* Understanding of property and infrastructure management practices.

* Awareness of community impact, social value, and wider project benefits.

Salary & Benefits

* Salary: £50,000–£55,000 (depending on experience).
