NSCMS Project Manager – Church of England, London

About the National Church Institutions (NCIs)
The National Church Institutions comprises a wide variety of teams, professions and functions that support the mission and ministries of the Church of England in its vision to be a church, centred on Jesus Christ, for the whole nation – a church that is simpler, humbler, bolder.
We Include. You Belong.
Our Belonging and Inclusion Strategy aims for everyone in the National Church Institutions (NCIs) to feel that they belong and are valued for who they are and what they contribute. Together, our people contribute in different ways towards our common purpose, whichever NCI they work in and whatever their background.
Living out our values in all that we do, we:
- Strive for Excellence
- Show Compassion
- Respect others
- Collaborate
- Act with Integrity
We believe our commitment to belonging and inclusion fuels our progress and drives us forward. The NCIs are a safe, inclusive workplace for people of all backgrounds and walks of life. We welcome applications from people of all faiths and of no faith. We want to encourage applications from a diverse group of people who share our values. Even if you have never thought about working for us before, if you have the skills and experience, we’re looking for then we would like to hear from you.
About the department
The Church of England is continually striving to improve its safeguarding practices. The 2020 report by IICSA on the Church highlighted failures in respect of child sexual abuse and, more broadly, the challenges facing the Church to get safeguarding right.
The Church’s aspiration is that safeguarding is not experienced and approached as a matter of administrative compliance. Rather, it should be what the Church is – something that flows from its core beliefs and values, part of its DNA.
The Church has made important and positive strides over recent years. There is, however, still much to be done to keep children and vulnerable adults safe, and to promote their well-being.
The Church is a complex collection of different bodies. Most of the safeguarding work is carried out locally within the 42 dioceses and cathedrals in England. This work is supported centrally by a National Safeguarding Team (NST).
This role sits within the National Safeguarding Team and will work with the Deputy Director for Development identifying a new national safeguarding case management system (NSCMS) to replace the existing system in use. This role will therefore work across the dioceses and cathedrals engaging with stakeholders to understand service specification requirements.
What you’ll be doing
To lead the development and delivery of the procurement of a replacement National Safeguarding Case Management System (NSCMS), ensuring that the future solution meets the operational, safeguarding and user needs of dioceses, cathedrals and the National Church Institutions. The postholder will be responsible for managing the project through its full lifecycle, including requirements definition, business case development, procurement, governance, financial management, stakeholder engagement, supplier management, risk management, implementation planning and transition to business as usual.
MAIN DUTIES AND RESPONSIBILITIES:
- Work with NST, dioceses and cathedral safeguarding teams to identify, validate and prioritise user requirements, ensuring these are reflected within procurement documentation and future system design.
- Drive business case development and solution definition, organise impact assessments, draft and submit budget proposals and recommend subsequent budget changes where necessary
- Set up the project organisation, assign governance responsibilities and identify and assign project team roles and responsibilities and Project Boards to control project direction
- Prepare and define the project scope, financial profile, goals, objectives and key risks and deliverables that support business goals in collaboration with senior management and stakeholders and compliance with the change operating model
- Create and manage full-scale project and resource plans, associated communications plans and documents and a project budget broken down into the level of detail required to be managed
- Acquire resources, manage resource allocation and co-ordinate the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
- Establish and maintain close-working relationship with IT colleagues, project stakeholders, technical developers and 3rd party suppliers
- Engage business areas on all aspects of process development and execution and help with use cases, test plans, user acceptance scripts, data cleansing and migrating data from multiple data sources to new destinations
- Liaise with internal and external parties responsible for resolving faults and manage fault logs
- Oversee quality control and risk assessment and management throughout the project life cycle
- Write, refine and update project benefits profiles and undertake regular reviews with managers to assess the benefits and disadvantages arising in the course of projects
- Provide a focus on IT security to ensure new systems comply with data handling, data protection and user acceptable use policies
- Work with departments to ensure project change is understood, that users are trained to use the new systems and that business processes and working practices are adjusted accordingly to take on systems that will drive tangible business benefits
- Ensure business and system readiness activities are planned and lead the transition of the project deliverables to business as usual, ensuring there is sufficient helpdesk handover and competent IT support available for new systems to operate in ‘business as usual’ state
