Project Controls Manager
Vertical Recruitment is working with a respected consultancy on a major AMP8 programme and is looking to appoint an experienced Project Controls Manager. The programme spans multiple infrastructure projects across the North West over the next two years, with individual project values ranging from £400k to £2.5m and a total programme cost of approximately £25–30m. This is a unique opportunity to contribute to a single, integrated team delivering a significant portfolio of work.
The Role
The Project Controls Manager will be responsible for implementing robust project control processes across the programme, including reporting, resource planning, and budget management. The role is ideal for a proactive, detail-oriented professional with strong leadership skills and the ability to develop a high-performing team.
Key Responsibilities:

Own project and portfolio-level reporting, ensuring alignment with safety, scope, cost, schedule, and business benefits objectives.

Provide clear and accurate portfolio-level reports for executive decision-making.
*
Lead resource planning to optimise allocation and utilisation across multiple projects.
*
Develop and implement project control strategies tailored to programme requirements.
*
Ensure project controls plans are effectively integrated across the supply chain.
*
Analyse project performance, identifying risks, issues, and opportunities for improvement.
*
Implement and maintain control metrics to drive continuous improvement and data integrity.
*
Constructively challenge and influence stakeholders to ensure compliance with project controls processes.
*
Support system and process improvements to enhance team technical capability.
Requirements:
*
Typically 10+ years’ relevant experience in project controls/programme delivery on large, complex projects.
*
Degree or relevant professional qualification (e.g., APM).
*
Strong interpersonal skills to build relationships across all levels and major functions.
*
Expertise in project control and budget management systems (Primavera P6, SAP, cost management systems, etc.).
*
Experience driving system/process improvements and developing team capabilities.
*
Strong financial awareness and the ability to analyse large data sets.
*
Leadership and people management experience, capable of building high-performing teams.
*
Knowledge of integrated project reporting and ability to influence stakeholders effectively.
*
Experience in multi-project delivery, ideally in regulated sectors or infrastructure programmes.
