Location: Winchester, Hampshire
The Role
We are seeking an experienced Delivery Manager to join a highways maintenance and improvement programme in the South of England. The successful candidate will be responsible for delivering a portfolio of small to medium schemes on the local motorway and trunk road network. You will lead project delivery from planning through to completion, ensuring works are delivered safely, efficiently, and to the highest standards.
Key Responsibilities

Manage the end-to-end delivery of highways schemes, ensuring completion to programme, budget and quality.

Oversee supply chain partners, fostering strong collaborative relationships.
*
Drive compliance with CDM Regulations and all Health, Safety and Environmental legislation.
*
Monitor resource planning, scheduling and programme management.
*
Provide leadership to site teams, ensuring effective communication across stakeholders.
*
Maintain commercial awareness, applying NEC contract principles.
*
Identify risks, resolve challenges, and implement innovative solutions.
*
Maintain documentation, records, and processes in line with company and industry standards.
Requirements
*
Proven experience managing highways or civil engineering schemes through to completion.
*
Excellent understanding of CDM regulations and HSE responsibilities within the sector.
*
Strong track record in programme and resource management.
*
Commercial and contractual awareness, with working knowledge of NEC contracts.
*
Effective communicator with the ability to build lasting relationships with clients and supply chain.
*
Strong IT skills (MS Office, SharePoint or similar).
*
SMSTS (Site Management Safety Training Scheme) – essential.
