1. Cost Management & Budgeting:

* Prepare and manage detailed cost estimates for adaptation projects, ensuring alignment with the allocated Disability Facilities Grant.

* Provide financial oversight and control throughout the lifecycle of the project, including initial budgeting, cost planning, and cost monitoring.

* Ensure projects remain within budget, while delivering quality work that meets both client expectations and regulatory standards.

* Ensure budget is appropriate for adaptations being delivered including sense checking quotations ranging in value.

2. Tendering & Procurement:

* Evaluate tenders and negotiate with suppliers/contractors to achieve best value for money.

* Assist with contractor selection and procurement to ensure adherence to the DFG guidelines and quality standards particularly in regard to budget and cost management.

3. Contract Administration:

* Monitor progress and variations, resolving any contractual or financial disputes in a timely manner.

* Ensure proper documentation is maintained for DFG claims and auditing purposes.

4. Project Monitoring & Reporting:

* Track project performance, including timelines, cost projections, and variations.

* Provide regular financial and project updates to the citizen, project manager, and relevant stakeholders.

* Prepare final accounts and settlement of the project, ensuring accurate financial closeout.

5. Regulatory Compliance & Standards:

* Ensure all projects adhere to building regulations, health and safety standards, and DFG requirements.

* Liaise with local authorities, Occupational Therapists, and other regulatory bodies to ensure that the adaptations meet all statutory requirements.

6. Client & Stakeholder Engagement:

* Work closely with citizens, particularly disabled individuals and their families, to ensure that their specific requirements are met within the scope of the grant.

* Act as the main point of contact for all financial aspects of the project, fostering positive relationships with citizens, contractors, and local authorities.

Essential Qualifications & Skills:

* Education: Degree in Quantity Surveying, Construction Management, or a related field.

* Professional Accreditation: RICS (Royal Institution of Chartered Surveyors) or CIOB (Chartered Institute of Building) membership preferred.

* Experience: Proven experience working in quantity surveying roles, preferably in residential adaptations, housing projects, or DFG-funded schemes.

* Technical Knowledge: Strong understanding of building regulations and health & safety standards for disabled adaptations.

* Communication: Excellent verbal and written communication skills, with the ability to explain technical details to non-specialist stakeholders, including disabled clients and their families.

* IT Skills: Proficient in MS Office, project management software, and cost-estimating tools such as CostX or similar.

Desirable:

* Familiarity with relevant grant funding systems and processes.

* Experience working with vulnerable individuals and adapting living spaces for accessibility.

* Knowledge of JCT, NEC, or other standard forms of construction contracts.
