We are recruiting for a Cost Manager to play a critical role in delivering a robust Cost Management function within a complex, high-value infrastructure programme. This position ensures adherence to the Cost Management framework, supports programme governance, and drives digital integration across all cost-related activities.
The successful candidate will be part of a dynamic and fast-paced environment, helping to shape and deliver a ‘Digital by Default’ strategy for Cost Management, while working closely with Programme and Project teams, senior stakeholders, and Executive Leadership.

Key Responsibilities
Support the Cost Lead in ensuring compliance with functional procedures, guidelines, and work instructions.
Provide assurance and oversight of cost information across programme delivery teams, acting as a first line of defence.
Lead the preparation and delivery of month-end reporting, ensuring timeliness and accuracy of all cost-related data.
Support development and embedment of the Cost Management Framework across the project.
Collaborate with Project Controls, Delivery Teams, and other key stakeholders to align cost activities with broader programme objectives.
Provide functional support and mentorship to programme cost teams.
Support cost steering committees and deputise for the Cost Lead when required, including preparation of executive-level reports and presentations.
Ensure cost management supports decision-making with insightful, value-adding analysis.
Drive the digital transformation of cost management systems and tools.
Accurately assess and report current forecast, including impacts from approved changes and trends.What We’re Looking For
Degree (or equivalent) in Business Analysis, Accounting, Finance, Engineering, Construction Management, or a related field.
Proven track record in a Cost Lead or Project Controls Manager role on large, complex infrastructure or mega projects.
Deep understanding of cost management principles across both client-side and supply chain delivery.
Experienced in stakeholder management at multiple levels, including Executive and Board-level engagement.
Strong communication skills with the ability to produce compelling narratives and actionable insights.
Highly competent in cost forecasting, reporting, and data-driven decision-making.
Experienced working in multi-stakeholder environments including client, contractor, consultancy, and/or public sector bodies.
Demonstrated ability to solve complex problems and deliver under pressure.
A proactive, delivery-focused mindset with strong attention to detail and quality.Desirable
Experience supporting major UK infrastructure projects.
Familiarity with modern cost management software and reporting tools.
Strong advocate of digital transformation in project controls.
Relevant professional certifications (e.g. ACostE, RICS, APM, PMI)
