Project Quantity Surveyor – Development (Client Side)
Seeking a Project Quantity Surveyor for a Residential Development.
Hays Property and Surveying are seeking a Project Quantity Surveyor to join a progressive Local Authority based in Hampshire.
The Council is currently in the midst of delivering an ambitious and innovative residential-led mixed-use development consisting of 2,500 homes, community facilities and commercial space. Once completed, the development aims to be a place that holds the council’s core values at its heart. The project is now at a critical point, with the first phase of homes due to commence on site in the coming months, followed by additional phases currently at planning and design stages.
The Council have a designated project team of construction and development professionals, managing the programme from a client side perspective and performing as the interface between key council stakeholders and externally appointed consultant and contractor teams.
The team are now looking to appoint a new Project Quantity Surveyor who will be responsible for managing a range of pre-and-post-contract construction cost management. The role is being offered on a hybrid-working basis, with an expectation of attending the Hampshire-based council offices 2 days a week.
Your new role
Working as part of the Commercial Team, as the Project Quantity Surveyor, you will be responsible for undertaking a range of pre-and-post-contract construction cost management duties across the entire development life-cycle. This includes the procurement and management of significant contracts to ensure successful project delivery. Key Responsibilties –
- Producing cost budgets throughout the development life cycle for inclusion in the overall development appraisal and sensitivity analysis
- Provide advice on Value Engineering opportunities where required.
- Tendering and selection of Consultants and Contractors including drafting of agreements.
- Tendering and selection of material suppliers including drafting of agreements.
- Participate in the production of construction budgets and estimating.
- Monitor, update and report on cash flows.
- Directly accountable for project related budgets and cost centres including design and construction.
- Financial management of accounts including procurement, placing contracts, management of variations, management of payment process, agreement of final accounts.
- Management of claims and accurate and timely reporting of claim occurrences.
- Participate in the risk management process.
- Review and authorise internal and external invoices related to the project.
- Capture, record and report on all financial/commercial performance data.
- Managing, motivating and developing members of the commercial team.
What you’ll need to succeed
- Hold a degree in Quantity Surveying
- Preferably, be MRICS qualified.
- Extensive experience of construction cost management across all pre-and-post-contract stages of the development life-cycle.
- Significant experience and knowledge of residential development and construction contracting, with a proven track record of delivering projects of £10M+ in value.
- A clear understanding of construction contracts and procurement, with experience of OJEU procurement rules and processes as an advantage.
- Excellent negotiation skills.
- Sound knowledge of construction health and safety.
