Preconstruction Manager

Our client, a prominent player in the water infrastructure sector, is currently seeking a skilled Preconstruction Manager to join their team. This position is essential for overseeing activities during the pre-construction phase of infrastructure projects, acting as a bridge between the client, design team, and construction teams, this role ensures seamless project delivery from concept to construction start.

Key Responsibilities:

Lead the pre-construction process from concept to Notice to Proceed (construction Phase).
Coordinate with clients, engineers, architects, consultants, and internal stakeholders to develop project scope and objectives.
Oversee early-stage feasibility studies and constructability reviews.
Assist estimating team to manage and prepare detailed cost estimates at various design milestones.
Develop and manage the pre-construction budget and ensure alignment with client expectations and funding availability.
Lead value engineering efforts to optimize project scope and budget.
Develop procurement strategies and lead subcontractor/supplier selection processes.
Develop and maintain preliminary project schedules including design timelines, permitting, procurement, and construction milestones.
Identify and manage critical path activities and project risks.
Identify and mitigate pre-construction risks including environmental, permitting, geotechnical, and utility constraints.
Ensure compliance with all relevant regulations, codes, and standards.

Required Skills and Experience:

Degree in Civil Engineering, Construction Management or a related field.
Professional certifications would be preferred.
SMSTS, CSCS card, or equivalent.
Proven experience in pre-construction, estimating, or project management within infrastructure or heavy civil construction.
Strong understanding of infrastructure systems, specifically within the water sector.
Proficient in estimating software (Excel) and scheduling tools (e.g., Primavera P6, MS Project), and BIM/review tools.
Excellent knowledge of construction methods, materials, and industry standards.
Strong commercial acumen and contract knowledge (e.g., NEC, FIDIC, JCT, or relevant local contracts).
Exceptional communication, negotiation, and organizational skills.
