Head of Asset Management – Inside IR35

The Valuation and Strategic Assets team (VASA) advises the Client on property where there is an opportunity to exploit the underlying value of the asset either through a third party letting, disposal or acquisition, leading to a capital, revenue, or social-value benefit, ensuring the best use of our assets to deliver the borough outcomes. VASA leads and co-ordinates the development and delivery of the Client’s Strategic Asset Management Plan (SAMP) and the Client’s corporate vision for its property assets.

Main purpose of the post:

The purpose of the valuation and strategic assets department is to advise the Client specifically on opportunities to exploit the underlying value of property assets either through a third party letting, disposal or acquisition, leading to a direct capital, revenue, or social-value benefit.

Accountable for the development and delivery of property and asset programmes of work, ensuring that the client is making the best use of its asset base in the delivery of its outcomes, this role is to ensure the provision of high-quality advice to the client, Cabinet Executive and Senior Management Team on matters pertaining to property and assets of the authority.

As deputy to the AD VASA, the purpose is to lead and deliver a value adding, customer focused valuation and strategic asset’s function that collaborates with service colleagues and other professional functions to meet the needs of the authority and the changing service environment, delivering on corporate objectives and responsibilities while complying with statutory and policy requirements for the management of property.

Supporting the Head of Service and staff in delivering the changes and improvements needed to meet its challenges in the short, medium, and long term, Including internal and external communications.

This Head of Asset Management role will lead on maximising benefit from technological changes, focus on becoming a data led, value adding professional advisory and support function in delivering transformation to the client in relation to the management and operation of the client’s property and the asset base.

Job Specification

Education

* Educated to degree level.

* MRICS is essential in this role.

Key Knowledge

* Detailed and extensive knowledge and understanding of the property industry, complex property transactions and the opportunities they offer local authorities.

* Detailed and extensive knowledge and understanding of strategic asset management, project management and performance management

Relevant Knowledge

* Extensive staff management experience including teams that include professionally qualified staff.

* Extensive experience of commissioning and managing consultants and technical advisers in delivering projects

*Candidate with local authority experience is preferred.

Rate of Pay

PAYE: £444

Umbrella: £600
