Driving: Essential – car required for site work

Job Purpose

To support Charnwood Borough Council in delivering the Housing Asset Management Strategy through the effective collection, analysis, and management of stock condition information. The postholder will conduct a variety of surveys-including stock condition, HHSRS, and specialist assessments-to ensure accurate asset data is maintained to inform both short- and long-term investment planning.

Main Duties & Responsibilities

Surveying Responsibilities:

Conduct stock condition surveys, HHSRS assessments, and specialist surveys across all property types including occupied homes, voids, communal areas, garages, commercial units, and public spaces.

Use handheld data capture equipment to record survey results accurately and promptly.

Identify and report building defects, tenancy issues, safety risks, and areas requiring further action.

Assist with void property inspections, handover surveys, and ad-hoc condition assessments as required.

Asset Management & Planning:

Produce schedules of work based on survey findings and ensure works are completed.

Support the preparation, monitoring, and delivery of investment programmes using survey data.

Analyse survey results to produce options, recommendations, feasibility reports, and potential refurbishment or demolition considerations.

Contribute to the ongoing development and optimisation of asset management database systems.

Technical & Operational Support:

Provide technical advice to repairs, void, compliance, and asset delivery teams.

Commission and oversee specialist surveys ensuring accurate documentation and effective follow-up actions.

Support stakeholder engagement activities, including communication with staff, residents, and external partners.

Provide regular progress updates to the Principal Officer – Investment & Programme Delivery.

Compliance & Governance:

Ensure all duties are carried out in line with council policies and health & safety regulations.

Maintain compliance with the Health and Safety at Work Act and other relevant legislation.

Participate in an on-call rota for emergency issues when required.

Ensure all information is handled securely and report any suspected data breaches.

Undertake any additional duties appropriate to the grade of the post.

✅ Requirements:

A valid driver's licence and access to a vehicle

Experience Conducting Stock Condition and/or HHSRS Surveys
