As SHDF Grant & Contract Manager, you'll sit at the intersection of policy, funding, and delivery, directly influencing how thousands of residents experience warmer, greener homes. You'll have the strategic authority to:
✓ Shape borough-wide decarbonisation strategy with direct access to senior leadership
✓ Secure and deploy significant external funding (SHDF, ECO4, Warmer Homes, consortium bids)
✓ Design and deliver retrofit programmes that set new standards for local authorities
✓ Build regional and national partnerships that amplify impact beyond your borough

Role Purpose
Develop and lead multi-year sustainability and retrofit programmes aligned with legislative requirements and sector best practice
Convert complex housing stock data into actionable investment priorities and deliverable project pipelines
Guide senior stakeholders through evidence-based decision-making on decarbonisation pathways
Identify, secure, and maximise external grant funding opportunities (SHDF Wave 3, ECO4, local/regional schemes)
Manage end-to-end grant delivery from bid development through compliance reporting and closeout
Ensure value for money while maintaining programme quality and regulatory compliance
Lead strategic proposals, technical standards, and procurement frameworks for retrofit works
Collaborate with asset management, finance, and delivery teams to align programmes with corporate objectives
Build and maintain partnerships with local authorities, housing associations, supply chain partners, and government bodiesWhat You'll Bring
Essential Experience
✔ Proven track record in environmental sustainability, retrofit, or decarbonisation within social housing
✔ Demonstrable success securing and managing significant external grant funding (SHDF, ECO, or similar programmes)
✔ Strategic planning capability translating policy into practical, fundable investment programmes
✔ Strong understanding of PAS 2035, building fabric retrofit, and low-carbon heating technologies
Essential Skills
✔ Ability to influence and advise senior leaders and elected members
✔ Excellent stakeholder management across technical, financial, and political audiences
✔ Strong commercial acumen-balancing compliance, quality, cost, and delivery timelines
✔ In-depth knowledge of housing decarbonisation legislation (EESSH, MEES, Building Safety Act)
