Regional Services Manager – Tier 2 Contractor
Location: Birmingham

My client is looking for an experienced Regional Services Manager to lead and grow our Mechanical & Electrical (M&E) services across the Midlands. This is a senior leadership role, offering significant career progression opportunities for the right candidate, including the potential to shape regional strategy, develop teams, and influence company-wide delivery standards.

The secured regional orderbook is substantial, including self-delivered and subcontracted MEP work, with annual MEP revenues of approximately £30m, of which £15–17m is self-delivered.

The Regional Services Manager will provide strategic, operational, commercial, and technical leadership for all M&E services, ensuring safe, profitable delivery across both self-delivered and subcontracted projects. As part of the Midlands Senior Leadership Team, this role will influence growth, strengthen client relationships, enhance delivery capability, and champion excellence in compliance, quality, and engineering performance.

Key Responsibilities:

Strategic Leadership & Business Management

*

Develop and implement a regional M&E strategy aligned with broader business objectives

*

Lead, mentor, and grow M&E project delivery teams across self-delivery and subcontracted work

*

Identify opportunities for expansion, diversification, and workflow improvements

*

Contribute to annual business plans, budgets, and forecasts

*

Develop tools and processes to support standardisation, career progression, and risk management across M&E services

Pre-Construction

*

Review tender documentation and allocate resources appropriately

*

Advise on design team selection and subcontractor appointments

*

Input into risk management, design review, and contractor proposals

*

Liaise with design managers, estimators, planners, and bid teams to ensure services input aligns with project objectives

Operational Delivery

*

Oversee delivery of all M&E projects from pre-construction through commissioning and handover

*

Champion best practice in design, value engineering, buildability, and commissioning

*

Ensure compliance with UK building regulations, BSA, British Standards, and industry legislation

*

Resolve operational issues and manage risks associated with complex M&E systems

*

Monitor project progress, quality, and performance against programme and financial targets

Commercial & Financial Accountability

*

Take full P&L responsibility for regional M&E performance

*

Oversee bid strategies, tender submissions, and commercial reviews

*

Monitor project performance, productivity, margin, and cash flow

*

Lead contract negotiations and maintain strong supply chain relationships

Health, Safety, Quality & Compliance

*

Foster a rigorous safety culture aligned with statutory requirements

*

Maintain high quality standards across installation, testing, and commissioning

*

Ensure teams adhere to ISO, NICEIC, Gas Safe, and other regulatory requirements

Client & Stakeholder Engagement

*

Develop and maintain strong client, contractor, consultant, and internal stakeholder relationships

*

Act as senior point of contact for escalations and promote repeat business

*

Support pre-construction engagement to drive early involvement of M&E functions

People Leadership & Development

*

Lead, coach, and develop regional engineering, project management, commercial, and support teams

*

Promote a culture of performance, continuous improvement, and accountability

*

Support recruitment, succession planning, and professional development (e.g., CIBSE pathways)

Integration with Wider Construction Operations

*

Collaborate with construction, design management, commercial, and procurement teams

*

Promote the value of in-house M&E functions and contribute to business innovation (off-site manufacturing, sustainable technologies, digital engineering/BIM)

Skills, Experience & Qualifications

Essential:

Significant senior leadership experience in M&E contracting or building services engineering

Proven track record delivering major M&E packages in the UK construction industry

Strong commercial acumen with P&L responsibility

Deep knowledge of mechanical, electrical, and renewable technologies

Exceptional understanding of UK compliance, CDM, and health & safety requirements

Excellent leadership, communication, and stakeholder management skills

Desirable:

Degree in Mechanical, Electrical, or Building Services Engineering

Chartered Engineer (CIBSE) or equivalent professional status

Experience within Tier 1 or 2 contractor or integrated M&E delivery models
