Project Manager – Capital Delivery Essex Temporary | Full Time £450 per day (Umbrella) 12-month contract On-site minimum 3 days per week Closing date: 5 January 2026

We are currently recruiting an experienced Project Manager – Capital Delivery to support a large-scale capital investment programme within a public-sector housing environment. This role will play a key part in delivering a significant programme of refurbishment works to occupied residential properties, forming part of one of the largest capital investment initiatives undertaken by the organisation to date.

Role Overview

The successful candidate will be responsible for managing multiple capital projects, primarily focused on building envelope works to low-rise residential blocks. All schemes have already been tendered and packaged, with works scheduled to commence on site early in the new year. You will work closely with contractors, internal stakeholders, and specialist teams to ensure projects are delivered safely, on time, within budget, and to the required quality standards. A dedicated commercial team will provide cost and contract support, allowing you to focus on project delivery. Contractors are competitively tendered and operate outside of partnering arrangements.

Key Responsibilities

Manage the delivery of capital refurbishment projects to occupied homes

Oversee contractor performance on site, ensuring compliance with programme, quality, and health & safety standards

Act as the key point of contact for stakeholders, residents, and internal teams

Coordinate project activities from mobilisation through to completion and handover

Ensure projects are delivered in line with contract requirements and organisational objectives

Skills, Knowledge & Experience Required

Proven experience as a Construction / Capital Project Manager

Experience delivering works within the public sector (local authority or housing association)

Demonstrable experience managing projects in occupied residential environments

Strong stakeholder and resident liaison skills

Working knowledge and experience of the JCT suite of contracts

Sound technical understanding of construction and refurbishment works

Confident communicator with well-developed people management skills
